A senator dies in the middle of his term, and the state Governor Guy Kibbee has to pick a replacement.

The crooked political machine controlled by Jim Taylor Arnold has a candidate in mind, but this man is already known to take positions unpopular with the populace of that state.

The reformers in the state are agitating for a radical to get the seat, but the crooked political machine won't stand for that.

The Governor decides to Take a Third Option : He picks someone who is highly idealistic but inexperienced in politics, whom he thinks the political machine can keep under control.

This person, this new senator, is Mr. Jefferson Smith, leader of the Boy Rangers. Smith gets to meet his idol, the other senator for his state, Senator Joseph Paine.

Paine did great things for the state many years ago and he was a personal friend of Smith's father. He's controlled by the machine now, unfortunately, but Mr.

Smith isn't really aware of the machine yet. She does have a heart of gold, but she's an utter cynic. Now, there is one problem the state machine has with Mr.

Jefferson Smith. But one of the main goals of this machine is to dam the river to produce profit for the machine boss, who owns some of the land , which would wipe out many of the natural attractions Mr.

Smith hopes to preserve. So, the senior senator and his secretary have to prevent Mr. Smith from voting against the dam, decoying him away from a session where a crucial preliminary vote on the issue is held by sending him on a date with the senior senator's daughter.

However, despite the best efforts of Taylor and Paine, Smith finds out about the dam. Taylor and Paine try to buy Smith off, but not only does he refuse a payoff, he vows to expose their crooked deal.

Backed into a corner, the Taylor machine turns on Smith—with a vengeance. James Stewart was already a man on the rise in Hollywood after his turn in the previous year's You Can't Take It with You , but this move made him one of the leading stars of his day.

Fun fact: Jean Arthur had an imbalanced profile. She believed that she was much prettier from her left side than her right, and a lot of Hollywood people agreed.

To keep Smith busy, Paine suggests he propose a bill. With the help of his secretary, Clarissa Saunders Jean Arthur , who was the aide to Smith's predecessor and had been around Washington and politics for years, Smith comes up with a bill to authorize a federal government loan to buy some land in his home state for a national boys' camp, to be paid back by youngsters across America.

Donations pour in immediately. However, the proposed campsite is already part of a dam-building graft scheme included in an appropriations bill framed by the Taylor political machine and supported by Senator Paine.

Unwilling to crucify the worshipful Smith so that their graft plan will go through, Paine tells Taylor he wants out, but Taylor reminds him that Paine is in power primarily through Taylor's influence.

Through Paine, the machine in his state accuses Smith of trying to profit from his bill by producing fraudulent evidence that Smith already owns the land in question.

Smith is too shocked by Paine's betrayal to defend himself and runs away. Saunders, who looked down on Smith at first, but has come to believe in him, talks him into launching a filibuster to postpone the appropriations bill and prove his innocence on the Senate floor just before the vote to expel him.

In his last chance to prove his innocence, he talks non-stop for about 25 hours, reaffirming the American ideals of freedom and disclosing the true motives of the dam scheme.

Yet none of the Senators are convinced. The constituents try to rally around him, but the entrenched opposition is too powerful, and all attempts are crushed.

Owing to the influence of Taylor's machine, newspapers and radio stations in Smith's home state, on Taylor's orders, refuse to report what Smith has to say and even distort the facts against the senator.

An effort by the Boy Rangers to spread the news in support of Smith results in vicious attacks on the children by Taylor's minions.

Although all hope seems lost, the senators begin to pay attention as Smith approaches utter exhaustion. Paine has one last card up his sleeve: he brings in bins of letters and telegrams from Smith's home state, purportedly from average people demanding his expulsion.

Nearly broken by the news, Smith finds a small ray of hope in a friendly smile from the President of the Senate Harry Carey.

Smith vows to press on until people believe him but immediately collapses in a faint. Overcome with guilt, Paine leaves the Senate chamber and attempts to commit suicide by gunshot, but is stopped by onlooking senators.

He then bursts back into the Senate chamber, shouting a confession to the whole scheme; Paine further insists that he should be expelled from the Senate and affirms Smith's innocence, to the delight of Clarissa.

The climax is as tension-packed as drama can get, and while the ending may seem rather sudden, and everything isn't completely or neatly resolved, it works perfectly and ends the movie on a happy note.

Obviously, few if any people elected to public office has the moral character, conviction, and general good heartedness of Jefferson Smith, and I doubt whether the government would be better if it was.

The movie showed an ideal, a supposed "lost cause" of truth in government. And although it is next to impossible for Capra and the eternal good guy Jimmy Stewart to ever fully change the world of politics with just a motion picture, at least it shows that maybe once in a great while, being the good guy has its definite rewards.

If using the same analogy of the baseball season The Wizard of Oz and Gone With the Wind were the Mark McGwire and Sammy Sosa of moviemaking, then this would be like Cal Ripken voluntarily ending his Iron Man Streak, something done with full class and the highest respect in mind, and that elevates an ideal of being the good guy and sticking to your dedication brings the greatest of riches.

This picture is flawless in all respects and a true classic, with thought-provoking ideas, wit, a little bit of platonic romance, and an excellent cinematography and score, and deserves the rank as a 10 out of And in giving this rating, either I'm damn right or I'm crazy.
